Yes. Absolutely. 
As someone said, many are here for their partners as they TTC. Others, like mine, use the data to avoid pregnancy using the Fertility Awareness Method. Finally, trans men have periods. There is no reason for them to not be on this app. 
If someone is being a creep or breaking the rules, report them. Otherwise, it’s none of your business.

Most guys are on here for their partners. My husband has the app because we’re ttc. Theres nothing wrong with it unless guys are trying to hook up or whatever. If that was the case you could report them. Men have their own section in this app targeted for them as well so they probably won’t see anything women post.
