I voted yes but then realized you might be asking if it’s ok to not use the car seat attachment anymore. That depends on how well baby can hold themselves up. If he/she can hold them self up well then no car seat needed. If they have trouble, keep using car seat attachment. I can’t remember when we stopped. I think it was around that time.

If they can sit up and support their head then you can use a regular stroller. If they still slouch over then either use the carseat latched into the stroller or the style of stroller that lies back completely flat. It's to protect the baby's airway so they don't suffocate.
