Acne struggles!!! Combination skin

I have a mixture of little bumps, and pimples/zits. But not all over my face. Well everywhere except my outer cheeks. I wash my face 2 times a day. Use masks twice a week. Exfoliate twice a week. Tone and moisturize. Why is this happening?? Also I’m 13. And I just got done with my period in these pics.
