My hubby got this one time and had to switch deodorant. He had never had trouble with the powder until that day and had to start using the gel kind. You may have him to try switching

Honestly just looks like a heat rash

My husband gets the same rash. Usually due to heat.

it looks like chaffing, or heat rash. But it could also be a skin condition.  Try switching deodorant and take notes of any other new products has been trying. Laundry soap, fabric softener, lotions etc. He could just have sensitive skin. If none if this wirks, I would have it looked at.
