bumps on face?!?

okay so im 13 and i get these bumps on my face. people say they aren’t pimples and i don’t think they are either. my skin care routine is currently just Mary K soap and moisturizer for sensitive skin. (ive got sensitive skin). here is a picture of the bumps

as u can see im also very discolored. idk why. im just so confused. idk if its hormones because if it is why can i not get clear skin still? many girls my age have clear skin and there skin routine works. anyway ive got extremely low self-esteem because of this and i rly need a fix or something that could help or answers to whatever is on my face. thanks
