west nile prevention

I live in an area where a ton of mosquitos are carrying west nile and I have a 18 month old and a 3 month old that need to get out the house almost every day because my 18 month old get so antsy indoors and my 3 month old stays calm outside not so much inside. I take them for walks which helps a little but my 18 month old still gets bitten by mosquitos. he gets so many bites. now from my own experience the mosquitos can bite through clothing and it's been super hot lately so putting long sleeves and long pants on him is kind of a no since he overheats very easily same for my 3 month old. and apparently people are saying bug spray isn't working. I put skin so soft on his clothes the other day and they still bit him. I havent tried essential oils yet but I'm just worried about even taking them out. any suggestions of how to avoid them.
