Child abuse?

So today, I went to Dollar General with my uncle. I waited in the car with my dog so that I could keep the A.C. going to keep him from overheating while my uncle ran in. 
While I was waiting, a car pulls into the lot right next to mine, and a woman steps out. Her two kids (a little boy, couldn’t have been older than three) and a little girl (six at the oldest) were in the back. The second she was out of the car, she began screaming at her children to hurry up. Apparently, she thought the little girl was taking too long, because as she was getting out, the mom grabbed her by her hair and threw her out of the car with so much force that the little girl fell on the ground and had to catch herself with her hands.  The little boy was walking too slow, so she smacked him on the back of the head. 
I was ready to call the police the second that happened, but I’d forgotten my phone at home and couldn’t. So, when my uncle got back out to the car, I explained to him what happened and he told me I should mind my business and that it was just discipline. He also went on to say that those kinds of punishments were common among black families, i just didn’t know that because my white mom ‘pampered me’ (I’m mixed). 
So, what do you guys think? That was child abuse, right?? My uncle is just an asshole, isn’t he?

That sounds wayyy too severe for normal discipline and if she does that in public, who knows what those poor kids go through at home.

That’s horrible. Maybe 40-50 years ago this was considered acceptable discipline. I know that a lot of what my mother was subjected to was considered normal in her time, but now would be considered abuse (my mother considers it abuse thankfully and never treated my siblings and I like her father disciplined her). Nowadays that’s abusive and no child should ever go through that. Ever. Those poor little kids. They did nothing wrong. They should not be ‘punished’ for being young and not able to move fast enough for their mother. That woman should be allowed to care for children in my opinion. 
As for the race thing, I’m not sure what is considered normal in a black family. But, the way I see it, abuse is abuse regardless of what race you are.

Discipline is when you correct a child's bad behavior not hurting them when you get upset.

Thats not discipline. There are plenty of ways to discipline a child. Even physical discipline of course. But thats not it.

Its child abuse and not common among black families. I know nothing but black families and this isnt how a majority of us handle our kids. She sounds like a horrible mother and woman tho.

Hair pulling is child abuse, especially flinging that child to the ground. That poor babies scalp. Ive seen back of head smacks, while i dont do that myself as i feel its not cool, i do see it often in our ethnic(hispanic, black ect) communities. Its often a "Get your sh*it together" reminder. At 3 thats a bit extreme though. If shes doing that in public those poor babies might not be safe at home in privet.

In my book that's abuse, but to some it's just rough discipline :/ There's really not much you can do in those situations unfortunately
