Depends entirely on context. 
Basic: Typically no. Some groups may earn extra phone privileges, but expect, if lucky, about three phone calls. 
AIT/Tech school/etc: Depends entirely on what they're doing. 
Deployments: Depends entirely on where, what and their unit. During my husband's first deployment, nope. They had to line up to use phones or used a satellite phone.  During his second, he was able to keep his phone.  
During normal work days: Sure but also depends on what he's doing.  
Field trainings: Depends entirely on what they are doing and command.

It's probably way diff then when I was in basic but for the Army we used payphones. I think I only got 2 or 3 calls. Once on the first day to let family know I'm ok and then 2 other times. Never saw my cellphone until graduation. Ait we could use our phones after class or on breaks. Deployment not sure, I was in a non combat zone so we had cellphones.

Can anyone answer that poll?  At what point in time during their service are we referring to? What branch? In general, yes they can own a phone and use it.  However, I can think of a hundred situations where they can’t have one.

Not in boot camp. A-school, I think it depends. On ship while underway, big no. In port it's fine though.

Boot camp, no. Idk what branch but navy makes you ship your phone back home

Sometimes. Not at boot camp, SOI, sometimes on ship or deployments (they’ll get to use them but not all the time) and never in any high security/top secret buildings/schools.
