I love you before sex

So me and my boyfriend have been together for 2 months now and I haven’t said I love you. He did say it before but I told him I wasn’t ready and now he stopped. We are having sex soon and I want to say I love you. Is that something I should wait to say a time after we have sex or should I say that before sex starts .
