You can masturbate anywhere.  Some places are not recommended but as long as your hands are clean and you have somewhere to clean your hands when you are finished (for the safety of others) you can do it.  I know women who masturbate in the car, at their desk at work in the bathroom, etc... i have  never done it those places but it has been done almost everywhere.  Back to your question most women who masturbate in the tub don’t use their hand they either use the hand held shower wand attachment or they sell a devise for your faucet that makes a good stream and you can just lie in your back and elevate so the water hits your clitoris. I think it depends? Try not getting too much water in your vagina. Otherwise it's definitely safe and fine. You'll also be fine if you get water in your vagina, but it could bother it, and I'm not 100% sure (not a doc) but you could get some mild and treatable infection from too much water up there. But yeah, just play. :)
