How do you remove foundation???

Is it necessary to remove foundation or BB cream with a makeup remover before you wash your face? Or would a cleanser be enough?

Coconut oil or micellar water to remove makeup then face wash. I really focus on the area closest to my hair line, my neck, and eyes.
Face wash alone will not remove everything, at least not for me.
