13 and basically flat chested💔

I’m 13 years old and am teased by both boys and girls for barely having boobs, everyone else my age bigger boobs than me and I feel like less of a woman/girl because of it. I started to get buds or whatever you call them at 11 1/2 and got my period a month before my 13th birthday. I feel like they will never grow! Does anyone else feel the same or have any advice?
