When is the proper time for toddlers to start wearing pull-ups?

I have a 2yr toddler who still fits into diapers 5/6 I’m having trouble sitting her down on the potty so is the reason why. She did so good before she was two and now it’s like she doesn’t want to. Idk if I should force her too? I feel like as a mom you get so much mommy shame as if is not a lot of stress for a mom to teach them potty and then not cooperating. It’s like you get pressured from people like you need to start potty training I mean she just turn 2 
Well is it wrong for her to use diapers or should I switch her to pull-ups? The reason is I have a baby who uses the same size 5/6 it’s just some extra savings instead of buying her size she can wear his size.

Maybe you need a pull up today, you sound like a child. The are diapers that you pull up, it's not rocket science, use them whenever you want to.

We literally went straight to underwear. We cloth diapered, and woke up one day and said no more. About a days worth of accidents, and the 2nd day she got it. A week later she was night trained (LOTS of sheets to be cleaned because I refused to back track and use pull ups or a diaper at night). So now at just over two, we are fully trained. If you stick with it, it’s easier than slowly trying to transition, in my opinion.

If you want to continue to use diapers, then use diapers. PullUps are still basically diapers, they just cost more. 
As for potty training, I don’t use PullUps, and I personally believe they prolong the potty training process. We let them go naked and reward every time they make it to the toilet. It’s never taken more than 2-3 days to day train my kids. 
Two is not too young. My kids were potty trained at 18 months, 22 months, and 17 months without any issue.

If she doesn't want to do it then wait until she does. My first was mostly trained at 9 months then backtracked until she was 3.
