The bleeding lasted over 2 weeks is it possible to ovulate during that bleeding time or defiantly not?

I got back in to trying soon as the bleeding stopped wich was at very begging of this month but I still had hcg levels of 80.

Had them checked yesterday there now 16.

Do you ovulate while still having hcg or will it only happen when they zero.
