So my neighbors have a black lab that is ALWAYS tied outside to his dog house. We live in maine so we get all kinds of weather. Its pretty cold out right now. Even when the people are home, the poor dog is outside. They recently moved his dog house closer to our property and all he does is sit on top of his dog house and bark, NONSTOP. I feel so bad for the poor guy but I don't know what to do. Technically they arent doing anything wrong because he has a shelter so I dont think the police can do anything. I know the man they rent the house from so I was thinking about contacting him. What should I do to help this pup?
