Should all (child)sex offenders be required to follow the same protocols as if they were on probation or parole?

this is piggy backing off my last post. I was looking into a couple sex offender websites and noticed in different areas if a sex offender is off of probation or parole the may not be required to follow certain laws prohibiting them from participating in typical Halloween practices.

For example, if a sex offender is currently on probation or parole they are not allowed to have any halloween decorations, they cant hand out candy, and are subject to random checks by probation officers or local law enforcement. Where as someone who is off probation/parole is only required to be on the Sex Offender Registry, but may not be held to the same standard if they participate in halloween activities.

Should ALL (child) sex offenders be held to the same standards as far as holidays involving children go?

Things to consider:

-There have been some studies that show incidences involving sex offenders dont increase on halloween

-There is multiple free/pay per search aps that will list the local sex offenders in your area

-Some sex offenders may be deliberately working that day/night & or dont currently live at the address listed on the registry (in which case should be reported).
