HCG levels are low

So at 19dpo yesterday had blood work done, they were at 33.7. why are they so low? Everyone else I see had numbers in the hundreds or even thousands. Don't see my OB until Nov 8. Doctor says this puts me at 1-2wks but according to this app I'm 4wks 5days today. 🤔 So confused
