2 month old stuffy nose

My 2 month old has had a stuffy nose for nearly 2 weeks! No fever, boogers are clear/white so it doesn’t seem to be an infection. I use the saline drops and suction her nose nearly 3 times a day but it’s like the boogers are too far in there as she constantly sounds congested. Any ideas?
