My daughter has done that too. I think it’s a baby thing, not necessarily a boy thing. Although with a boy it has the potential to go further since that thing has a mind of its own lol

When changing a baby boy I cover their boy part with a clean baby wipe and use another to wipe the butt, then wipe the boy parts last ,and I have the new diaper ready to go on quickly. It helps minimize being peed on .

The only time my son peed was when he was first born, he peed on the nurse lol 
During diaper changes I just covered his penis with a clean diaper, never had any problems.
