Is this a keloid on my belly piercing?

Before you all tell me I need to take it out or whatever I got it repierced because it rejected the first time so the redness is scar tissue it’s been there since my last piercing. I got it repierced almost a month ago and it started forming some bubble/bump yesterday. There is no pain or itchiness or unusual discharge. I will admit I haven’t been doing sea salt soaks 3 times a day but I do do it once a day along with using h2ocean and cleaning it with antibacterial soap in the shower. This never happened before so I’m quite concerned about what to do. I would go back to the piercer but he is like a hour long drive from me so I would go to him as my last resort. Should I do sea salt soaks more often?
