Toner/Skin Softener
Is there a difference between them? I wear Korean brand makeup and every time I buy a set, there is never toner, just skin softener. I was told skin softener is just a thin moisturizer and toner is to balance the skins ph. I tried to research this and on a Korean website it said that skin softener is the same thing as a toner. I’m confused! Help a girl out!
