Please save my nipples!

My seven month has started to bite, ALOT! My first bit me once when she was about a year old and it startled me so bad I accidentally yelled "ow" and she never did it again. This baby has started to do it very regularly and so far all of the recommend tactics are not working. Pulling her into my breast only makes her clench down harder before she lets go. Telling her no and setting her down after only leads to her crying and protesting till I pick her up to let her nurse again. Paying attention to only her doesn't help. It doesn't seem to be teething related because as far as I can tell as isn't teething. I don't think it is related to my cycle but that is hard to tell because I don't even actually bleed, I just have the hormonal shifts and get slightly pms-y here and there. The only possible common theme is when my oldest is around but even then I'm not sure if that is true or not.
