Baby doesn't eat well?

Question

I've been breastfeeding my 4 week old and he wasn't gaining weight so we supplement with formula. I recently discovered that I AM indeed making enough milk (he had a couple 4 oz bottles because we were out a couple different days and I pumped 6 oz both times), but he isn't eating enough off me and was fussy and wasn't gaining weight with ebf?
How do I help him eat better?

Also have him looked at for a tongue or lip tie by the pediatrician! My little girl had a tongue tie and once it was clipped breastfeeding was easier for both of us and she started gaining much better. It really made a difference and I never would’ve known.

Was he latching well? I’m pretty new to this but I have been told about a million times that how well they latch can really determine how effectively they get milk from the breast. If he wasn’t able to get much put because he wasn’t latching well that would lead to him being fussy and not gaining. 
Also, bottles have a faster and more constant flow so if he would fall asleep or get distracted etc. during breastfeeding he might not have gotten a lot where as he would get a lot more from a bottle in the same amount of time before he got distracted or fell asleep.
