HCG levels

Ive had two previous miscarriages and just got my bfp. I’m 13DPO does that make me three weeks?? The nurse yesterday said between 3-4 weeks. My HCG yesterday was 91. She said it was within normal range but that seems high to me for only being three weeks. Going back tomorrow for another check or my levels.
