Advice please!! Baby(s) measuring behind

Had an ultrasound today, knowing for sure that I am 7 weeks and 1 day, technician saw possibly a second sac, one measuring at 5 weeks 6 days and one measuring at 5 weeks 4 days.

Is it normal to measure behind in early pregnancy with twins?
