Is it correct to use the term ‘free’ in regard to entitlements people want?

I have seen several posts (mostly specifically about the US) in the last few days asking if something should be ‘free’. Example: College Education, Healthcare, Birth Control, etc..

This is NOT a debate on if any of those kinds of programs should or shouldn’t be provided by the federal or local governments... my concern is more about how often the term ‘free’ is implemented to describe something. In virtually any of the cases I have seen, citizen paid tax money would need to either be re-allocated or raised in order to provide the services or goods to the public. Everything costs money.. it’s often a question of ‘would I rather pay for it myself, or give the govt my money to manage this cost for me’?
