My baby always gets congested

Since birth, I’ve noticed my son was a little congested but figured it was normal. It only happens at night and would come and go. He would have a couple nights without being congested. I feel like it is not getting any better and lately, it has been the loose congested where it sounds like he is getting a cold but his nose isn’t runny and although you can hear the congestion, it’s not as bad throughout the day. I try to suck it out but sometimes get nothing and I have used saline drops. We also have a humidifier in our room.

I brought this to his doctors attention and told her it has gotten worse over time but she isn’t concerned. She says it’s normal for babies. I also told her he would sleep a full night but it wakes him up. I’m getting irritated with it now and idk what to do about it anymore. Is any babies out their always congested?
