Do cheaters ever change? I miss him

Okay so I’m gonna give you the TL:DR Version. 
He cheated 5 years ago , I left him. He rented a house very close to me so we could still raise our son. I see him every day and he tells me all the time how sorry he is and that he loves me and always will. I keep telling him I need time. 
Honestly , I miss him so much. I miss him holding me, I miss actually being a family. 
I have baby fever and he knows it. He offered to give me another baby together even if I don’t choose to take him back.   He’s an amazing father. Creating another life with him would be amazing and I know he would be amazing with the new baby too.
But should I consider taking him back?

People can change.  The biggest question would be can you truly forgive him and move forward?  I had a friend in a similar situation.  This was my advice.  If you want it to work you truly have to forgive and start new.  No bringing it up, no using it against him, no fighting dirty, etc.  - If you think you’re capable of putting it all behind you, and really able to TRUST him, and not be suspicious if he’s on his phone or a few minutes late.  If you’re truly capable of a blank slate like nothing happen, go for it.  If you can’t answer yes to all of the above, no.  It’s not fair to either one of you, or you child(ren).

Why did he betray your trust and cheat in the first place? Sure he can change but I wouldn’t be able to trust someone again.
