Maybe it’s a mental thing. Are you stressed, anxious etc? It could be worth talking to a therapist and see if that changes anything for you sexually.

I was on birth control and I couldn’t get wet or get off. I felt like I was numb almost... I got off of it and it’s been the best.

So if he’s eating the cookie, you don’t get wet?  Maybe he can leave a little extra saliva on your cookie. 
Is it like this all throughout the month or just certain times. Like during my ovulation week, I’m much more wet than other times of the month. Maybe you can track it to see if you notice a pattern.
