My child’s last name

Hey guys. I live in Texas and am married. We are having our first child and my husband is not working with me to let our baby have my maiden name!! He is a real nice person loves me and the baby a lot but just something about names and traditions he cannot take it easy. They did not let me keep my maiden name after marriage and I agreed due to some situations back then but now I want my children to have my maiden name even if it means using it as a middle name and he can give his last name.

I want to know what Texas laws are?? Can I name my baby independently or he plays a role there?
