Like most stories, whoever the author wants it to be.  Usually the snake and Eve are blamed because the writer has been male and identified with the Adam character.

Adam started it because he undermined Eve & told her he was in charge while they were building the hut. She said “not on my watch” & started the first fire & burned down the hut & took all the belongings including the cat. Adam cried as he watched her leave. The snake came to Adam & said “Woah dude. Now you’re on your own.” & the snake followed Eve.
