At what age can a child sleep on top bunk?

Question

I have a one year old now. I love this bed from ikea to move to from his crib to the bottom bunk since it sits on the floor and he wouldn’t fall off. I’m expecting baby boy #2 any time now. So id transition my one year old to this bottom bunk around when he turns two. 
For the future when his baby brother moves to the bottom bunk is 3 or 4 too young to be on top?
I feel like this bunk bed is more secure too while the siding on top. Thoughts?

I think my going on 3 year old would be fine in the top bunk but I'd be hesitant about it because sometimes she gets out of bed after I put her down at night. 
I think she'd be fine getting out of it in the morning when it's light out. I'd worry about her trying to get out in the (mostly) dark or especially if she got scared in the night. I could see her throwing herself over the railing if she got scared.
I do like the bunk bed and that it's low to the ground!

I think recommendations say age 6 but like another person said, some kids can handle it sooner.
