Are your baby's eyes sensitive to the sun?

Is your baby's eyes really sensitive to the sun? To the point where they can barely open their eyes? My baby can't even see in the sun. We bought a new car that doesn't have tinted windows. We took her out, and she hated the sun so much that she cried every time she couldn't see, until she was just wailing in her car seat. We had to go home. 
Is this normal, for a baby not to be able to see in the sun? 
I bought her baby sunglasses but they fall off her face, they're still too big.

My baby was like that for 2-3 months but has improved significantly since then. He'll still close his eyes if direct sunlight is at his face, but it used to be that he could barely see any time we went outside and it's not like that anymore

If it’s really bright outside, my daughter will squint or close her eyes - even not directly facing the sun. Her eyes even water if she’s there too long. My eyes are sensitive to the sun, and her eyes are even lighter than mine so I never thought twice about it.
