Can’t orgasm... sexually frustrated

I’m nearly 20 years old and I have not had sex. My boyfriend and I have been dating for 2 years but have decided not to have sex yet. But we started doing other stuff like oral about a year ago. Before being with him, I had never really masturbated. But I started masturbating before we did oral and I couldn’t get myself to orgasm. I’ve tried a couple different toys, one that’s just a bullet clit stimulator and one that’s a dildo with a clit attachment and I still have not been able to orgasm. I’ve come close (I think) many times but then the feeling just goes away. I keep thinking that once we actually have sex I’ll be able to but I don’t wanna put that pressure on him because I don’t actually believe that. Also, I live in a dorm and I have a roommate. I often get stressed that she’s gonna walk in any minute. That could have to do with it. But any tips on what to try or do about it? It’s so frustrating.
