No, its rhe babys gums. Sometimes they are not perfectly smooth. My little girl has the same thing on her top gums. Usually if its a tooth it wilk be much whiter and there will be mild swelling of the area and softnes to the gums right before it pierces through.
(Ive worked as a dental assistant for 4 years, ive seen my fair share of gums)
