Can someone please help me

I had a rash on my right thigh a little over 3 months ago that went away 3-4 weeks ago. 4 days ago the same rash came back but on my right arm. It’s red, bumpy and very itchy, now accompanied by a cold. Does anyone have any idea what this rash can be ?
