Can we use Vaseline as nipple cream when breastfeeding?

Honestly the most effective thing is to coat your nipple with your own milk, and get lots of air time.

Follow up question: im 20w and my nipples are very cracked. Can i use vaseline to help sooth them?

I just started breastfeeding myself but I honestly wouldn't use vaseline only because you'd probably have to wipe it off every time you feed the baby again unless you plan to pump exclusively. Not sure if it's good for baby? I was lucky enough to get a nipple cream that can be ingested! Boob ease and earth mama- something along that name I believe is among those that say they are safe to keep on the nipple. 
Mine are raw and it's the 6th day of feeding my newborn, I personally prefer the earth mama one, it smells so nice and has definitely helped me.
