A little help please

My hcg level was 14 on Tuesday so I got a positive pregnancy test at the doctor. But today my level is 11. This is my second pregnancy (first ended in early mc) but my levels this time are lower than the first time. They're saying it may not be a viable pregnancy. Anyone had any experience in hcg levels decreasing and then increasing?
