I need help!!!

So we got a new branch manager a couple months ago. She really isnt ready for the position cause were so busy and she has only ever managed a small volume store. Our issue is that put of 5 ppl only 2 are getting opening and mid am shifts meaning of at 6 pm ever one else works till 930 or 1130. Policy states that the manager has to do one close/late shift a week and one weekend a month. I pretty much do all the sundays and most saturdays. Like i have kids and a famuly the BM does not. Everyone told her that we have no restrictions that we can all work the different shifts. But yet again for a 3rd month in a row she is never working past 6pm. How do i bring this up with out sounding like an ass or w.e
