Checks are red and dry

My daughter checks have looking like this for a bit, lotion i been using isn’t help. What can I put on it? Her checks keep getting worse because we have blow 0 temperatures lately and unfortunately she has to go outside here and there walk to get her brother from inside the school(5min walk because the parking at the school is always packed and we have to park in a field next to the school but have to walk completely around the school to the doors to get in)
