What does it mean? What is this price, is it actually the price you pay for the house? It looks a little too good to be true...so if you have any information on pre-foreclosure/foreclosure homes, please let me know!

Foreclosures happen when people can't pay their loan and the bank takes back the house. They are very very risky. It's sad, but a lot of people will destroy the home before the bank takes it back out of spite. You are buying the home as is, so any repairs and all cleaning come out of your pocket.
