Is it appropriate for a parent to have parental controls / App limits on there 18yo’s phone?

This is a specific situation my friend is in and I wanted CC’s opinions.

My friend is 18yo, her parents are divorced, she lives with her mom some of the time and her dad most of the time, well she finishes highschool school (she is about to graduate). Her mom bought her phone about a year ago and has her on her phone plan. A few months ago well she was sleeping her dad set up parental controls (specifically app limits) on her phone, with out her or her moms knowledge. Since then they discussed more and she has had more say in the app limits. Recently I suggested she joined this community through <a href="https://play.google.com/store/apps/details?id=com.glow.android.eve">Eve</a>, but while using the app, the parental controls shut it off. She asked him to turn off the app limits but he is claiming he doesn't have the password anymore. Do you think this is appropriate? Would you do this with your child?

EDIT: just to make this clear, her mom pays for everything with the phone and does not agree with the parental controls. She lives with her dad the majority of the time and he has the parental controls set up.
