But in the more literal sense of the word, where it means tangled and disheveled... Then sure. It just depends on how the person used the term and the feeling they wanted to evoke from the statement

Yep. My cousin has fried hair and she’s white and she doesn’t try to even fix her hair. She dyes it and it’s just so frizzy and broken and dead. So in certain circumstances yes a white person can have nappy hair.
