HELP!!! My BFP is changing, are my HCG levels dropping?

Has anyone had this before?
Yesterday afternoon midday I tested 
Pregnant 2-3 weeks
This morning I tested again
Pregnant 1-2 weeks........ are my HCG levels dropping?

Since its less than 24 hours between the two tests it might just be the difference in concentration on the pee
