What’s it mean when your boyfriend of 3 years and baby daddy still can’t apologize when you’re asking him to and he knows he should. He never says sorry he just expects me to always move on and not get offended when he fucks up.

Honestly, the way you phrased the question made it seem like you’re looking for excuses for his behavior to me. It’s easy to say that you should move on but I understand that having a child together complicated things. It seems like he lacks the emotional intelligence necessary to empathize with others and there may be a lack of communication in your relationship. It’s hard to give advice without knowing the dynamic of your relationship but I’ve always been big on communication in mine. Maybe ask him if you can talk and address it in a way that doesn’t make him feel cornered or defensive? For example, if he said something offensive say “The way you said X made me feel Y” instead of saying it in an accusatory way. A lot of times people get in over their heads during arguments and things are said that they don’t mean. I saw online awhile ago that in a relationship it should be you and your partner against the problem, not you and your partner against each other and I think these are words to live by in relationships. I suggest remaining calm and not getting too worked up when addressing it because things can turn hostile or emotional very quickly and that may be counter productive. Sometimes it takes time to build these communication skills in relationships if someone’s never experienced it before. 
Side note: If this isn’t a healthy relationship you may want to consider your options and go from there. It is difficult to leave and become independent again but it is necessary at times and you may be better for it in the long run. As someone who was in an emotionally abusive relationship for 3 years, making excuses for your significant other becomes almost subconscious and it’s so so so easy to excuse their behavior when you really care about them but if you don’t talk about it things will never change.
