Yes. Approximately. 
With irregular cycles the timing of ovulation can vary significantly, but menstruation is the shedding of an unfertilized egg and uterine lining which is directly related to ovulation. So it could be 13 or 15 days after, but always pretty close to 14 days after ovulation. The irregular part of an irregular cycle is the first part (from your period to ovulation).

I ovulated on 22nd January and app says I’m due tomorrow (14 days after ovulation). I had a negative pregnancy test this morning. When should I test again? Is it too early if I have irregular periods?

Generally but it can range from 12-16 days but it’s almost always about the same

No.  With irregular cycles there's also a chance that you ovulate at a different time than those who are regular. I was irregular between 30-90 days. Most times I wasn't even ovulating.  Last year  my cycle went 120 days and I thought it was odd and I felt heavier. I decided to test.  Bfp! I still to this day don't know when I ovulated, but I'm 27 weeks.
