Diaper change consent

Is this really a thing? Why is this a thing? Is it as black and white as it sounds?

I was thinking about it earlier, and why WOULDN’T I change my son’s diaper if it’s dirty? I don’t want him getting a rash or infection from sitting around in a diaper filled with urine and feces while I wait for him to grow up enough to develop language and communication skills great enough to tell me he wants it changed. If somebody called CPS because a person wasn’t changing their baby’s diaper, and the parent said “Oh, I’m waiting to change their diaper until they can consent to it” I’m pretty sure that’s grounds to call child neglect.

What is the reason behind this being a thing? Is it the showing of genitals? The parents want to make sure the baby is comfortable with them seeing and touching their genitals? Because again. This just seems asinine. If my son is just sitting in his own fecal matter, of course some is gonna get squished around, especially if he isn’t on solids yet, so obviously cleaning off the genitals is a rational response when dirty. If this is the reason that diaper change consent is a thing then I feel like that’s just another way to sexualize children and that in itself is wrong.

If I’m totally off base with this, could somebody please enlighten me as to why this is a thing now? Because I’m pretty sure me getting this mad over something that sounds this stupid isn’t wrong.
