An obligation to uphold general morals widely accepted across all or most of the people without consideration for race, religion, social or economic class, etc.? Yes 
An obligation to uphold morals only accepted by those of certain religions, races, social or economic classes, etc.?  No. The president has a constitutional obligation to protect the people from those sets of "morals"

100% I think that leaders have an obligation to ensure :
they provide the best quality service they can. 
their employees needs are met, and employee accomplishments are recognised and rewarded. 
the services they provide are done so in an ethical way - no corruption such as taking bribes, cutting corners with clients, seeking to help people with criminal intentions. 
When it comes to leaders of a people, I think they have obligations to ensure:
their citizens are protected, and have the right to mobility and independence. 
their country is not contributing to the damage to the world around us. I truly believe that every political leader should have the obligation to ensure their introducing policies, improved industries that curb global warming, and to ensure that the most accessible form of power for its people is renewable and clean.

Leaders of a country need to put the interest of there country firstly and every other country secondly  UN or the EU should have no say in who for example is allowed into a particular country or how we run it or what to tax or not yo tax etc

After reading another comment I think I misinterpreted the question. 
I do believe that the president should be held to a higher standard. He is the face of our country and he is supposed to be representing our people. His words and actions affect, as he would say, "billions and billions" of lives.

Can you give me an example of a “moral” obligation?
Do you mean should they be held to a higher moral standard than regular people?
Or do you mean they should only pass laws they view as moral?
Who’s morals would set those standards?
