Mine had that and we took him to the pediatrician and he was having an allergy and it ended up being to dairy. I’d take him to the pediatrician and let them check it,

My son had this and it turns out he was allergic to my laundry soap. Bring to the doctor to make sure though.

Looks a little like the heat rash my daughter had when she was younger.

My daughter has it too. Does he have any other symptoms? I'm pretty sure my daughter has roseola, she had fever the past few days and a runny nose.
It might also be measle or scarlet fever, the rashes all look pretty much the same. All come with some sort of symptoms though. Maybe take him to the GP? Or call 111
