Confused😶

Ok so there is this guy I really like, and he says he likes me back. We have dated before but broke things off for different reasons. I’ve never been that happy with someone like I was with him. I feel like he wants the feeling of a relationship but doesn’t want an actual relationship. Idk what to do.
